James W McCament

Chief Digital Transformation Officer-U.S. Customs and Border Protection (СВР)

James W. McCament is a seasoned senior executive in U.S. federal service with more than two decades of distinguished leadership in homeland security, immigration, digital transformation, and strategic operations. He is currently serving as the first Chief Digital Transformation Officer (CDTO) for the U.S. Customs and Border Protection (CBP), where he leads the agency’s modernization of digital infrastructure, mission-critical systems and stakeholder engagement platforms.

McCament was a founding civil-service member of the U.S. Department of Homeland Security (DHS), joining when it was created in 2003, and has held numerous leadership roles across DHS headquarters and its agencies, including DHS Deputy Under Secretary of Strategy, Policy and Plans, and with U.S. Citizenship and Immigration Services (USCIS), including as Deputy Director of USCIS.

His tenure encompasses operational leadership and oversight of large-scale service centers, agency legislative affairs, international affairs and cross-border policy initiatives-underscoring his depth in both strategic planning and hands-on execution.

McCament holds a Juris Doctor from the University of Notre Dame Law School and a bachelor’s degree from Mount Vernon Nazarene University. He is also a Harvard Kennedy School Senior Executive Fellow and a graduate of the Federal Executive institute.

His legal background began with a clerkship for the United States District Court for the Northern District of Indiana, and an honors attorney role in the Treasury Department’s Office of General Counsel.

In his role at CBP, McCament is driving innovation by bridging policy, operations, and technology-building partnerships domestically and internationally to advance CBP’s mission in an increasingly digital and connected world. He was recognized as the “Government Executive of the Year” by the Service to the Citizen® Awards in 2025 for his leadership and impact.
