Silverio Zebral Filho

Silverio Zebral Filho is a Brazilian Italian economist, behavioral and political scientist who helps governments, citizens, and corporations work better together in the US, Europe, and Latin America.

Mr. Zebral Filho currently serves a Head of the Governance Innovation Unit and Academic Director of the OAS School of Governance at Organization of American States (OAS) in Washington-DC. He is a faculty member and research fellow at Georgetown University (USA), IE University (Spain), INSPER and Dom Cabral Foundation (Brazil) and IESA (Venezuela).

Before joining the OAS in 2009, Silverio had a career as a development economist at the Brazilian Development Bank (BNDES), Getulio Vargas Foundation (FGV), and Pontifical Catholic University (PUC-Rio) in Brazil. He also has served as program manager for international development institutions (UNDP, IDB, AECID, EU) and international political foundations (IRI, KAS, ODCA, DDC). In these capacities, he accumulated more than 25 years of experience and led more than 70 technical and political field missions on economic development, democratic governance, and public-private partnerships in support of more than 30 national governments in Latin America, Asia and Africa.

He has also been an ad-hoc consultant for global corporations (Shell, Vodafone, Roche) supporting senior executives of business associations in Brazil (AMCHAM, CNI, CNA) to improve their skills in corporate diplomacy, negotiation, influence, scenario planning, communication, innovation and crisis management. More than 2,800 leaders around the world have already participated in its leadership workshops and mentoring sessions to date – including chiefs of the Shipibo tribe in the Peruvian Amazon, Iraqi National Police officers, congressional candidates in Mozambique, and young leaders of Venezuelan diaspora in exile.

Mr. Zebral Filho holds a MPS in Political Management from GSPM/GWU, a MA in Development Studies from the Graduate Institute of International and Development Studies (IHEID) and an MBA from lE Business School (IE). He holds a Doctorate (abd.) in International Political Economy John Hopkins University. Fluent in multiple languages, he continues to teach, mentor, and consult while balancing commitments across Washington, Madrid, Rio de Janeiro, and other global hubs.
